Either cook each serving individually, or serve both at once. - Prep - Preheat oven to 250° F - Grate potatoes - Grate Carrots - Separate scallion whites and greens. Cut greens into thin round, and mince whites. - Whisk egg - Cut apple into bite sized chunks - Rough chop walnuts - Cook - Combine the apple, walnuts, horseradish, yogurt, and cinnamon in a bowl. Salt to taste - Combine potato, carrot, scallion whites, egg, and flour in a large bowl. Season with salt and pepper to taste. - Working in batches, scoop out half cup portions into a hot well oiled pan. Press down into patty shapes. Cook for 4 to 6 minutes on a side. Put in oven on a covered plate while preparing remaining latkes.
