Many monsters, and even fantasy races such as elves and dwarves, are typically able to see in all but the blackest darkness. Low light vision ignores penalties for Dim and Dark lighting (See Stealth Modifiers, Tracking Modifiers and Attack Modifiers), allowing the creature to see in all but pitch black conditions.
